Registration Secrets do not match the ones Jetpack Server has on record

I am getting the registration secrets error when trying to connect jetpack. I originally installed Jetpack with WooCommerce but have since created a staging site. Now on the staging site (which was cloned directly from where jetpack was installed) I am getting the error about the registration secrets not matching and am unable to get jetpack working.

I have tried disconnecting and reconnecting. Deleting and downloading jetpack again and activating. Nothing will get it to connect properly.

Since I had not upgraded to a paid plan I can’t submit a support request.

Has anyone had this problem? How can I get it to reconnect?
