Register by Invitation Coide NOT generating email to new user

I have set up the option to register using an invitation code.
When tested, this generates an email to admin, and an on screen display to the user saying that the admin will get back to them. It does not generate an email to the new user as it should.
The new user is put in the approved list, biut is not sent the link to setup a password.
