Regionless locales not supported

According to WordPress localization list, there are a lot of languages that name its locale code without the region code. For example: ‘ja’ for Japanese, ‘ca’ for Catalan, ‘ar’ for Arabic, ‘eo’ for Esperanto…
Please, add support for this kind of locale codes and rename those which are wrongly named (for example, rename ‘ca_ES’ to ‘ca’).
