Regex for underscores vs hyphens?

Is there a way to make a regex that will replace the underscores and caps in the last part of this URL with hyphens/dashes and all lowercase? I’m not sure if the upper/lowercase matters, but the underscores I really have no clue how to deal with. The rest of my regex is working fine.
Needs to be:
https://www.onions-usa.org/foodservice-recipes/261-grilled-balsamic-onions-with-bleu-cheese-crumbles/The page I need help with: [log in to see the link]
