Regenerate Thumbnails doesn’t work

I’ve been trying to get the gallery images to work (reported in an earlier ticket) and tried going into Manage Gallery. None of the thumbnails show. They appear as broken images. I selected each gallery and ran Regenerate Thumbnails. I got a message that it was completed and to refresh my browser cache, which I did. The thumbnails are still broken images. I am using Firefox 58.0.2. See screen capture.
