Regarding Access to User

Hi
In one of my website I have created a user role and in that client wants that the user role should only have access to Flamingo Settings apart from nothing else.
The remaining users should not loose access to that Flamingo.
Is this possible if so how can I achieve that. I have tried using User Role Editor but it didn’t work out.
