ReferenceError: jQuery is not defined

I move my site from one server to another. I change username and password in wp-confing.php file as per requirement. I import sql file as per new url, no older sever url is there.
Website is working fine, but I get issue with an admin. when I login each pages goes mess up. I checked fire-bug It shows “ReferenceError: jQuery is not defined”
I already used define(‘CONCATENATE_SCRIPTS’, false); in wp-config.php file.
