Redux Theme – Menu Overlapped

I am using the Redux theme. My menu sub items are being overlapped on my Home page by a section of the template Home Featured. Please see https://www.texasvfwfoundation.org under Assistance Programs.

I am not sure if this is a css or js issue and whether or not it is a z-index problem.

I need guidance on where to look and try to fix. I am somewhat of a novice, but can find my way around code as I need.
