Reduce Header Height

Hi – I’ve been trying various ways to narrow the height of the header section of my sela theme. All I really want is the text, with a relatively narrow margin, so that my Front Page is neat and tidy and visitors won’t need to scroll at all to use the mailing list doodad. Is this possible?
