Redirects not working

My client said redirects were no longer working right with another plugin. I installed Redirection and imported the existing redirects, but they’re still not working.

Example:

Check redirect for: https://www.gaitways.com/ccl/GR2_Handout
Expected: 301 to https://www.gaitways.com/wp-content/uploads/GR2_Handout.pdf

Found: 404

Agent: Not using Redirection

But this page exists: https://www.gaitways.com/wp-content/uploads/GR2_Handout.pdf. I checked several others, a few were legitimately missing but some exist and don’t work.
