Redirection won’t work

I can’t get IP2Location to work. The first time I contacted IP2 Location and sent the LOG file I was told that my hosting provider wasn’t redirecting visitors’ IPs to my server,so IP2Location couldn’t redirect them to the right page.

I want to redirect visitors from Portugal and Spain. I tried accessing the page from these countries but wasn’t redirected. The LOG file shows my server’s IP and it’s from the US.

So what I did was change the redirection rule to redirect people from the US, since the IP that IP2Location was getting was from there.

Redirection still doesn’t work. That makes me think that the issue is not on my hosting’s side but on IP2Location. What can we do to get this resolved?
