Redirection url ip country code without plugin

Hi!
I would like to ask questions and it’s urgent, help me please! I am doing a redirect of my site according to the IP and the visitor’s language, and I met some problems when I already searched everywhere but the solution ouff ..
I used to create my wordpress site I used wpml I want to do a redirection without plugin becaufe the wpml blocks any plugin that concern redirection, here is my website: https://www.ingedata.net and when we do the redirect i want it redirects to https://www.ingedata.net/en/
for example, when the visitor is on the site redireige France to https://www.ignedata.net; and when the visitor is in United State, I want it to be towards https://www.ingedata.net/en/
NB: I have already used the MaxMind GeoIP and even spent the money my company to purchase the Database but it did not work again, and I do not have the means to pay the non-free plugins
