Redirection limit for this URL exceeded when reinstalling

This is a recurring issue I have all the time.

My hosting blog doesn’t support xxx.domain.com type so I use domain.com/xxx instead.

But sometimes I forgot, then when I install, I cannot create new blog. So I delete the database and wp-config and setup again.

But when I need to login to admin, I have this error
Redirection limit for this URL exceeded. Unable to load the requested page. This may be caused by cookies that are blocked.

What can I do now ?
