redirect url changing?

Hey,
So i created a pop up with a url redirect after submission.
the url i used is https://secure.organiclearskin.com/cgi-bin/UCEditor?merchantId=OATS&ADD=OC30LP
but changes to https://secure.organiclearskin.com/cgi-bin/UCEditor?merchantId=OATS&ADD=OC30LP
after saving.
