But most of it about simple things that each webmaster can do.
Your question was about how to create an html file in your website public directory.
It’s not necessary process to make plugin works.
Unfortunately I have not much time to explain personally some basic instructions.

I also try to open your website from your profile and seems it doesn’t work.
