Recent update turned off blacklist manager, why?

It looks like a recent update pushed overnight 5/23/2023 turned off our blacklist manager on all our sites. I’m unable to find the changelog for this update as to why this happened. Actually is there a link on the webpage I’m missing to locate the changelogs for all updates?
