Recent Post Template Tag

I have a plugin running that displays a link to the most recent post like this:

index.php?p=%visitor_lastblog%

So the url is obviously something like:

mywebsite.org/index.php?p=7

However, I have permanlinks running so if i’m already on a post then the link url then looks like this:

mywebsite.org/uncategorized/post-in-business/6/index.php?p=7

Is there any way I can use a tag that will be for the most recent post other than the one currently?

I can’t think how I could do this unless I only provide the link on my index page.
