reCAPTCHA still works although cookies should be blocked

I don’t know if the topic is suited in this forum or in the Cookiebot forum. But maybe you can help.
We are using Contact Form 7 and Cookiebot as the consent management tool. If we use the native CF7 reCAPTCHA v3 integration, Cookiebot is able to detect the cookies and block them. This means, that the contact form won’t work if the user does not allow marketing cookies.
If we use this plugin, reCAPTCHA is somehow able to set cookies even if marketing cookies are not allowed.
Sure, it may seem that it’s Cookiebots fault, but does this plugin maybe use a “work around” to implement reCAPTCHA v2 which makes it harder for Cookiebot to detect it?
With this plugin enabled, Cookiebot is able to detect “rc::a” and “rc::c”, which are stored in the local storage. I guess the “_grecaptcha” cookie is missing.
Do you understand the issue and do you have an idea how to solve it?
