Rearranging elements

    Hi, i’m a bit new to using wordpress and php, can someone help me learn how to rearrange the elements on my home page so that the picture is above the menu?

    Also, is there a way to make the max-width:40% on desktop but 70% on mobile devices? I’ve seen it done before, I just have no idea how to do it…
