    I would suspect that would be a WordPress modification and not a theme modification. When I added a footer with widget areas in my own Twenty Twelve Child Theme, nothing I did there showed WordPress where to place them at the Dashboard.

    I know, but I only have pages with three column widgets and I would really like the UI to reflect the to make it more obvious which column you are placing the widget in.

    Same here. My new widget areas show up at top-right on the Dashboard, and it would be nice to have them at the bottom in a logical position. I have heard of plugins that revise the Dashboard, but I have not looked at any of them closely.
