really odd issue with not being able to add plugging, update or change theme

I having an issue which appears as if my users setting has been changed (away from amdin) I seem to have lost the ability to add plugins, update wordpress or even change themes? I’ve check and I have admin access. has anyone else ever had this issue? thanks in advace
