R/E PayPal service upgrades

I was using WC 2.4.6. I upgraded to WC 2.4.7. It said the Paypal IPN would not longer work. So I reverted back to 2.4.6. I then downloaded the plugin tester you guys have in the post R/E PayPal service upgrades. I installed and got SUCCESS. SO I cannot figure out why the newer version of WC says the IPN won’t work, but with the plugin when using with 2.4.6, says the Paypal IPN will work.
