Re blocking files listed on blocked pages

Hi People,

I do hope someone can help, I have several pages that contain committee meeting minutes and reports although the page is block to none members that actual files (which are predominately PDFs) are not blocked.

Is there some method for blocking access to these files by none members?

Any guidance or thoughts / options would be most welcome.
