rate a member/user skill/experience via admin role

I need to rate a user/subscriber (representing their team) as to whether they have a specific skill or experience using thumbs up or down /yes no. It appears that WP-PostRatings’ ratings are subscriber driven and that an admin user cannot post a review. Can this be done w WP-PR Cheater or am I trying to stretch function beyond WP-RP Cheater’s intent?
