Random forums say "must be logged in to create topic", but I am logged in, ,

Hi,

Occasionally, random forums will say “must be logged in to create topic”, but I am logged in. There is no problem if I reply to a topic that is already in that same forum.

To fix the login issue, I have to delete the existing forum and create a new forum. This is fine for now, because my forums are new and don’t have any topics or replies. This will be a problem soon, when people start posting because I don’t want to delete their topics and replies.

Any ideas on what is causing this and how I can fix it?
