Random blog post content Plugin

I’m a noob (actually returning after many years away).

I am creating a blog on my site of quotations. Readers will subscribe to the posts. I would like to database my formatted quotations and have a plugin pick 3 to send once a week. I’d like this to be as hands off as possible.

How can I best implement this? Do you know of an established Plugin that would facilitate this?
