Quote marks in stubs/post permalink URLs: Why?

The stubs or permalink URLs produced for posts will retain double quote marks. In other words, you’ll have a URL like:
https://myblog.com/2007/10/23/my-“cool”-blog-post/
Perhaps this is according to standards, but in practice this freaks out some software, for instance many home-grown URL submission systems.
It also looks stupid and un-URL-like.
Why not just strip all punctuation when making stubs.
