Quick Reply Feature In Comments Section Not Working

The ‘quick reply’ feature from within the ‘comments’ section is not working properly.
What is so bizarre is that in different browsers, it does two different things
In Firefox 3.0.4, the link is

and when you click on the link, the space appears as if a text editor is going to appear but it never appears.
In IE 7.0.5730.11, the link is

and when you click on the link,
I get an edit box. However:
(1): The buttons are very small and are not revealing what text effect (bold, italic, etc.) would take place if you were to click the button
(2): When you click on the “Submit reply” button, the ‘progress wheel’ goes on circling forever and never shows the Submittal as being completed with a change to the comments page. However, when you go to the actual page of the post you left a quick reply to, the quick reply does show up within the comments section.
Part B of the problem is that since the ‘progress wheel’ goes on circling forever and never closes out, you can not do a quick reply to another comment because WP still sees the submitted reply done previously as ‘unfinished’.
This feature, along with the modified admin station was the main reason why I upgraded because I felt the quick reply feature from the comments page was a long overdue feature.
