It’s not possible for us to determine which plugin or theme modifies wp_version_check(), we can only direct attention to it being modified or removed unfortunately.

As for the infinitely spinning, that’s not something I’ve encountered before. Would you be able to provide the debug information output, so we can see what might be going on and possibly replicating it?

So the infinite spinning is related to the wp_version_check() being unavailable (I should have thought of that earlier, we’ll be improving on the feedback users receive from those tests).

As for it being unavailable, is it still saying something is affecting if it you use Troubleshooting Mode with only the Health Check plugin enabled?

If it still says it’s unavailable, is your web host a managed one that handles updates and such for you, if so they may have chosen to disable it on the host level to allow better control.
