Questions about WordPress 1.2

(1): Is there flood contol available to be activated or is there a plug-in for flood control? I am having people rapidly posting comments that show up in the content moderation queue that I want stopped if possible.
(2): When a post is in the content moderation queue to be reviewed, the time the person posted is not listed. However, the time is posted in the thread after approval. Is there a slight hack that would post the time the person originally posted with the post in the queue?
(3): When a post is in the content moderation queue to be reviewed and later on is deleted, does the WordPress software notify the poster that their post was deleted? If so, how can I disable it?
I’ve used WordPress since before 1.0 and love the software and will continue to use it. Thank you for your responses in advance.
