Question – Image Sizes in Posts – Is This Possible?

Hello everyone,
So I have this blog I’m working on and I thought this was possible using WordPress, but I’m having a terrible time trying to get it to work.
I want to upload images to my blog posts (res = 1024×682 or so).
I want them to fit my blog content area nicely. The width should be about 475px.
Each image will link to the full size image when clicked.Now, I read about the line you can put in the functions.php file that restricts the maximum width of an image to say, 475px, but the thing is it just scales the image for the post. It doesn’t resize it. Therefore it still weighs in at 160Kb or whatever.
I also looked over the Settings > Media options. Even though I changed the medium image dimensions, it didn’t change it in the blog post editor. (It stayed at 300×200 even though I specified 475px width.)
What am a I doing wrong? This should totally be possible with WP right? Please give me a hand here. Thanks!
