Question for new guest message option

Is there an option or way to offer a floating icon bottom of pages where new visitors to a site can click on to notify selected users with notifications to answer questions or text back in fourth (without registration) but then later join and elevate their user status?

Similar to a chat balloon on pages you first arrive to if you have questions. I would think this would be simple as everything is pretty much there just need a pop-up or floating button that has instant access to type into.
