publishing a post/installing plugins not working

Hello,

#1:I can not publish a new post, I receive the message, “updating failed” I have searched forums and one option is to install the “classic editor plugin” which leads to problem #2: The add new plugin page will not display any plugins.

I am running the latest version of WordPRess and my PHP is completely updated.
