Publish from Stream not publishing to Post or Custom Post Type

I can’t get the publish button underneath the image in the stream to publish photos at all on one site. I got this to publish find on a different wordress. The only difference is that on this one server I’m having trouble with , I have the wordpress hosted in a subdirectory, and not inside the root of the server.
