    It used to publicize as a card, but then stopped.

    If you meant that you used to see this behavior, but no longer do, the answers given here still apply:

    When we process a post for delivery, we check to see if there is an image associated with the post that meets Twitter’s size requirements and upload that, along with the tweet. The image, natively uploaded to Twitter, overrides the behavior of a URL in the tweet generating a Twitter card.

    The rationale for this is that Twitter displays the full image (for one uploaded to Twitter) in the feed, whereas the Twitter card is compressed until someone acts upon it. Since the image is a bigger/bolder display element, it would attract more eyes than a Twitter card.
