Once you activate the popup in Popup -> Edit popup https://screencast.com/t/9nNZiZZd0f the popup should be displayed on all your pages, make sure to hit that save button when you activate it.

Please make sure that you select time after which popup will be displayed (located in Behavior box https://screencast.com/t/xVNYTxB0AV).
