    In Subscribe2 -> Settings under the Registered Users tab you can exclude categories such that any post assigned to an excluded category will not send a post. There is a setting there also to ignore that for Registered Subscribers.

    On the content authoring pages there is also a meta box that allows you to suppress email notifications for that individual post.

    So, if I understand correctly, there is no way to exclude a specific category for public subscribers, that without affecting the Registered subscribers too?

    No, if you check the option that says “Allow registered users to subscribe to excluded categories?” then Registered Users / Subscribers are allowed to subscribe to notifications from excluded categories (but Public Subscribers won’t get the notification).
