Pssible to stick the menu on the background image?

Hi. My website is currently designed offline and I would like to know if it is possible to somehow make my menu sticky on a specific area of the background image? I would like it just below the name. The background image is fixed on to the site and I would like the image to be resizable to different screen resolutions. Currently on mobile devices you cannot see the pineapple logo or the complete name of the website. How to get it so I see the whole name and logo and fix the menu under the website name?

Maybe if it is not possible, how about maybe to have the menu sticky on top permanently and the image on the whole website below the menu. But having the colour banner more narrow (less height from top to bottom). Is there a way?
