Provide free coupon for item with free shipping after spending $500

Is it possible to do this with WooCommerce coupons or even Woo Commerce Smart Coupons?

I have been searching for a solution to this request for days and need help.

This is how I would like it to work:

After a buyer puts more than $499 in the shopping cart, on the Cart page, they see a banner message saying that they are entitled to a free rug. The message will also display a coupon code that they can then insert in the coupons field and this will deduct the price of one rug.

Note that all rugs are in the same product category and all are priced the same – $69.99.

I also need the rugs to come with free shipping.
