Protect a few categories?

Hi – Is there any way to protect a few default categories in my multisite, so the site owners can’t delete them?

I’m already using the “members” plugin, but the only thing there is “manage categories” and if I remove that capability they can’t delete categories, but they can’t create new ones either.
