Propose rewrite of exclude class

Hi,

I’d like to propose a rewrite of the exclude sub-system.
The basis of this proposal is that the class reports a false positive for when the file name is “.htaccess”, and the user exclude list contains the single letter directory name “s”.

I’d like to propose matching on inode instead of filename. If your interested and I’ll propose an implementation.
