Proper way to uninstall this plugin?

It’s not possible for the AMP plugin to handle those redirects, because once deactivated it won’t be doing anything.

So from what I understand, as long as I’m using the /?amp URL (and not the /amp/), I should not worry about the redirects. Is that right?

Right, you don’t have to redirect because the query param won’t cause a 404 and the rel=canonical link will remain unchanged regardless.
