Promote users not working?

Hi,

I’d like to let my Shop Manager users also be able to promote users into different roles, like from subscriber to customer, but I’m unable to get this to work. If I select all 6 user permissions and add them to Shop Manager, they can see the users, but trying to view one that is just a subscriber, bumps them out of the dashboard entirely and back to the site. Users that are already customers can be viewed, but the only option to change their role is ‘no role’. Am I missing something? Do they need other permissions, not in Users? Please let me know. Thank you
