Product List not function。

I have create 2 discount and 1 discount product list for this item。

First 1
Discount set to if order count more than equal to 3 and less than 5, will get 5 dollars discount.

Second 2
if order items more than equal to 5, will get 8 dollars discount.

I assigned both discounts to the same products lists that products lists are selected by ID.

After I order 4 items on the link

I view my cart. It show the First discount price, It is correct. If I add one more different item in the cart. It will applied the Second discount price.

I already entered the correct product ID in the products lists. Why the discount will appied when I order 2 different items? It should be another product ID.
