I’ve added this to the WordPress Customizer, the Elementor header section and to every widget that is being overlapped, so I’ve basically tried everything one by one and then combined, but still got the issue.

Should I uninstall and then re-install the plugin?

You have cache plugin where you need to purge cache or you have some optimizer that is preventing CSS from customizer to be added to the page or anything else. I don’t know. The code I provided to you is not available on the page.
The same reason could by why z-index in our plugin can be ignored.
