Process for having defective plugins removed

I do not know if it is just me or if other users are finding issues with plugins. If I upload 10 plugins I will find that approximately 3 – 4 are not useable. Most of the time I will deactivate them and unistall them. However the more problematic plugins I will post in the forums so hopefully other users do not run into the same problems that I have encountered.
Does anyone know if WordPress has a review process before a plugin is placed on this site or require proof that bare bones testing has been done on it? Also does anyone knows if there are issues with a plugin does WordPress pull them or is their a process to report issues so that the more problematic plugins are removed?
