If that works on your mobile device (it does for me), then the problem is being caused by an issue on your website (maybe a caching plugin?).
Have you checked the “Site Reviews > Tools > Console” page to see if the submission error was logged? This may help you track down the problem. You can also change the log level to “Level 0: Debugging” and then try submitting a review on your mobile device again. This may provide more detailed information on why the submission is failing.

There is also a “Common Problems and Solutions” section on the Help page which may help you find the solution.
