Problems with Shipping Zones

Woocommerce only acts on the shipping zone at the top of the zones list. It does not act on any of the below zones. I have free shipping over $30 for my local area then I want to ship free samples across Canada but that option never appears. If I move this to the top of the zone it works but not if it is under the ship over $30.
