Problems with Front Page/Welcome page

Since the last WP update, my welcome page/front page won’t update and the front page menu won’t re-order. I tried to change the tag line and the content on the page. In the dashboard it reads how I want it to read, but it won’t update on the site. I have tried to update multiple times with no luck. Likewise, the correct page order shows in the page tab, but on the menu on the site, it remains out of order and won’t move.
