Problems with Flexible Shipping

I want to change from Table Rate Shipping by Mangohour to Flexible Shipping.
I added one shipping zone with Flexible Shipping and added 2 countries to it and it worked fine. Then I added another zone with other countries and this do not work. I have also added more countries to the first one, but still only the 2 first countries are working. What is wrong here?

Been checking more. Some countries in the 2nd zone are working, but some are not.
So far I have found the following countries not to be working: Spain, Denmark, Belgium, France, Ireland, Norway, UK.
Other countries in the same shipping zone are working fine.
